I found this mention of SBOX_DPKG_INST_ARCH (which is something I 
haven't personally run into before):

(which mentions using debian, not debian-sarge, as the devkit with HOST)

(which also hints at debian-sarge perhaps not being relevant when 
building host tools)

I would suggest using the debian devkit instead of debian-sarge when 
building tools in a HOST target for use in Scratchbox.

Perhaps someone else can confirm this.
