[Scratchbox-users] Downloads cache in GAR

In the root of the source directory, you can create a file named
.gar-local.conf and define a variable called MASTER_SITES.

MASTER_SITES = site1 site2 ... siteN

The space separated list of sites is added to the list of paths used to
search a specific file needed by the build.
