Scratchbox uses qemu or sbrsh internally as its cpu-transparency
method. Qemu is easier to setup, but doesn't support all the hardware
in the world.

It is. That is where scratchbox comes in. After the environment is
setup, there is quite a little hassle with the the actual compilation
of the packages; almost as compiling natively.
