You didn't mention how you created the target or what devkits you  
might have installed.

Try installing (on the host) "scratchbox-devkit-debian" if you  
haven't already.

Then, (inside Scratchbox) try "sb-conf install -d" to install the  
debian devkit into your target, and see if that helps...
