[Scratchbox-users] Bumped up the apt-https devkit version

The apt-https devkit has now a version 1.0.3. There's nothing new with 
the 1.0 released a couple of days ago, but it addresses the fact that 
previously there was a devkit with the same name with a version number 
1.0.2.

Since the apt-https devkit released a couple of days ago is a complete 
rebuild, the users still using the old one are encouraged to upgrade. 
Hence the bump-up with the version numbers.
